On August 1, 2022, Chief Minister Dr. Himanta Biswa Sarma inaugurated this mission under the Department of Welfare of Plain Tribes and Backward Classes.

Eligibility Criteria for Mission Bhumiputra

To apply for Mission Bhumiputra, you must meet the following eligibility criteria:

  • Nationality: The applicant must be an Indian citizen as per the constitution of India.
  • Domicile: The applicant must be a permanent resident of Assam.
  • Caste: Applicants must belong to one of the following categories in Assam – SC, ST, or OBC/MOBC.

Components of Mission Bhumiputra

Mission Bhumiputra comprises the following major components:

  1. Single Application:
    • A unified application form streamlines the process of issuing caste certificates for all castes, ensuring a uniform and simplified procedure.
  2. Transparent, Digital & Expedited Application Process:
    • Certificates will be available in the Digi locker under the IT Act, digitally signed by the respective Deputy Commissioners.
    • If the father’s caste certificate is provided and verified, the certificate will be issued instantly.
    • In cases requiring an inquiry, it must be completed within 30 days, extendable by an additional 15 days in exceptional cases with proper justification.
    • Details of all issued certificates will be accessible for public view.
  3. Special Drive:
    • A special drive will be initiated for issuing caste certificates.
    • Initially, it will cover students in Class IX-XII.
    • Deputy Commissioners will provide the application format for caste certificates to educational institution Headmasters.
    • The certificates will be distributed through principals/headmasters.

  3. Register by selecting the New Account option.
  4. After successful registration, log in using your Username and Password.
  5. Once logged in, click on the New Application option.
