Mission Bhumiputra stands as a groundbreaking initiative by the Government of Assam, dedicated to extending seamless public services to its citizens. This initiative marks the digitalization of the caste certificate issuance process, bringing an end to the manual system. Henceforth, students can conveniently apply online for Scheduled Caste Certificates, Scheduled Tribe (Hills) Certificates, Scheduled Tribe (Plains) Certificates, and OBC/MOBC Certificates via the Mission Bhumiputra portal.

On August 1, 2022, Chief Minister Dr. Himanta Biswa Sarma inaugurated this mission under the Department of Welfare of Plain Tribes and Backward Classes.

Eligibility Criteria for Mission Bhumiputra

To apply for Mission Bhumiputra, you must meet the following eligibility criteria:

  • Nationality: The applicant must be an Indian citizen as per the constitution of India.
  • Domicile: The applicant must be a permanent resident of Assam.
  • Caste: Applicants must belong to one of the following categories in Assam – SC, ST, or OBC/MOBC.

Components of Mission Bhumiputra

Mission Bhumiputra comprises the following major components:

  1. Single Application:
    • A unified application form streamlines the process of issuing caste certificates for all castes, ensuring a uniform and simplified procedure.
  2. Transparent, Digital & Expedited Application Process:
    • Certificates will be available in the Digi locker under the IT Act, digitally signed by the respective Deputy Commissioners.
    • If the father’s caste certificate is provided and verified, the certificate will be issued instantly.
    • In cases requiring an inquiry, it must be completed within 30 days, extendable by an additional 15 days in exceptional cases with proper justification.
    • Details of all issued certificates will be accessible for public view.
  3. Special Drive:
    • A special drive will be initiated for issuing caste certificates.
    • Initially, it will cover students in Class IX-XII.
    • Deputy Commissioners will provide the application format for caste certificates to educational institution Headmasters.
    • The certificates will be distributed through principals/headmasters.

How to Apply for Assam Caste Certificate?

Applicants belonging to the mentioned caste categories who wish to obtain their caste certificate can follow these steps to complete the application process through Mission Bhumiputra:

  2. Click on the Mission Bhumiputra Online Application Link.
  3. Register by selecting the New Account option.
  4. After successful registration, log in using your Username and Password.
  5. Once logged in, click on the New Application option.
  6. Fill out the application form with all required information carefully.
  7. Upload scanned copies of your documents.
  8. Finally, submit your application.
  9. After successful submission, save the acknowledgment copy for future reference.

  • Applicant’s Photo [Mandatory].
  • Proof of Date of Birth (One of Birth Certificate/Aadhar Card/PAN/Admit Card issued by any recognized Board) of Applicant [Mandatory].
  • Proof of Residence (One of Permanent Resident Certificate/Aadhar Card/EPIC/Land Document/Electricity Bill, Ration Card) of Applicant or Parent [Mandatory].
  • Caste certificate of the father [Mandatory].
  • Recommendation of an authorized caste/tribe/community organization notified by the State Government [Mandatory (in case the father’s caste certificate is not present)].
  • Any other document (Voter List, Affidavit, Existing Caste Certificate, etc.) [Optional].

Application Fee for Issuance of Caste Certificate

Applicants applying for the issuance of a Caste Certificate must pay the following charges:

  • Service charge (through PFC/CSC): Rs. 30.
  • Printing charge (in case of any printing from PFC/CSC): Rs. 10 per page.
  • Scanning charge (in case documents are scanned in PFC/CSC): Rs. 5 per page.
